  Brief specification description or basic overview of the project:This project aims to ensure the operational and public security order of the Yangshan Special Comprehensive Bonded Zone of China (Shanghai) Pilot Free Trade Zone, maintain a sound public security environment in the region, and assist public security authorities with security services within the jurisdiction. The scope includes but is not limited to the following: maintaining traffic order, keeping access passages unobstructed, strictly guarding passages, assisting police officers in duty shifts and regional patrols, helping public security inspect supervised cargo vehicles, maintaining order at supervision sites, and carrying out other auxiliary tasks assigned by public security authorities according to actual conditions.

  二、申请人的资格要求

  2. Qualification Requirements for Bidder

  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

  (b)落实政府采购政策需满足的资格要求：本采购项目执行政府强制采购节能产品、鼓励环保产品、扶持残疾人福利企业、支持中小微企业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等相关政策。

  (b)Qualification requirements to be met to implement government procurement policies:This procurement project implements relevant policies including the government's mandatory procurement of energy-saving products, incentives for environmental-friendly products, support for welfare enterprises for the disabled, support for micro, small and medium-sized enterprises, support for prison and drug rehabilitation enterprises, assistance to underdeveloped areas and ethnic minority areas, and restrictions on the procurement of imported products.

  (c)本项目的特定资格要求：1. 本项目预算资金属于中小微企业预留资金，仅专门面向中、小、微型企业采购；2. 具有省市级公安部门核发的有效的“保安服务许可证”；
  3. 单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
  4. 本次招标不接受联合体投标，不允许合同转让与分包。

  (c)Specific qualification requirements for this program:1. The budget funds for this project are reserved for small, medium and micro enterprises, and procurement shall be conducted exclusively for small, medium and micro enterprises.2. Possess a valid Security Service License issued by provincial or municipal public security authorities.
  3. Different suppliers whose legal representatives are the same person, or who have direct holding or management relationships, shall not participate in government procurement activities under the same contract. Suppliers that provide overall design, specification formulation, project management, supervision, inspection and other services for the procurement project shall not participate in other procurement activities of the same project.
  4. Joint bidding is not accepted for this tender, and contract transfer and subcontracting are not permitted.

  (i)符合《中华人民共和国政府采购法》第二十二条的规定；

  (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

  (ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

  (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.****.gov.cn);

  根据上海市财政局《***平台招投标系统正式运行的通知》（沪财采[2014]27号）的规定，本项目招投标***平台（简称：***平台）（网址：http:// www.****.gov.cn）电子招投标系统进行。***平台是由市财政局建设和维护。投标人应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。***平台***平台中的“在线服务”专栏的有关内容和操作要求办理。 投标人应在投标截止时间前尽早加密上传投标文件，***平台上的签收情况，打印签收回执，以免因临近投标截止时间上传造成招标人无法在开标前完成签收的情形。未签收的投标文件视为投标未完成。

  Pursuant to the Shanghai Municipal Finance Bureau's Notice on the Official Operation of the Bidding and Tendering System of the Shanghai Municipal Government Procurement Information Management Platform (Hu Cai Cai [2014] No. 27), this Project's bidding and tendering shall be conducted on the electronic bidding and tendering system of the Shanghai Government Service Procurement Information Platform (the "Electronic Procurement Platform"; http://www.****.gov.cn), built and maintained by the Finance Bureau. Bidders shall comply with the Interim Measures for the Administration of Electronic Government Procurement in Shanghai and other requirements, and may follow the contents and requirements under the "Online Services" column. Bidders shall encrypt and upload bid documents well before the deadline, promptly check the Tenderee's receipt status and print the receipt, to avoid incomplete receipt before bid opening due to late uploads. Bid documents not received shall be deemed incomplete.
