  简要规格描述或项目基本概况介绍、用途：服务内容为内环线、外环线、***网动态交通引导标志、五洲大道、浦东***平台、***平台一期改造、子平台二期至八期、外环、内环、川沙诱导系统一期二期及三林保障性住房配套交通信息系统项目建设范围内交通监控系统外场机电设施及配套的设备杆件、基础、管道设施、通信设施和供配电设施等的维护服务，以及各分控机房内归属养护范围内设备的维护服务（具体要求详见招标文件第三章）。

  Brief specification description or basic overview of the project:The scope of services covers maintenance of field electromechanical facilities of traffic monitoring systems and supporting equipment poles, foundations, pipeline facilities, communication facilities and power supply and distribution facilities within the project scope of dynamic traffic guidance signs on the road network including the Inner Ring Road, Outer Ring Road and Middle Ring Road, Wuzhou Avenue, the General Professional Platform of Pudong New Area Comprehensive Traffic Management Information System, Phase I Renovation of the Public Security Sub-platform, Phases II to VIII of the Sub-platform, Inner Ring, Outer Ring, Phases I and II of the Chuansha Guidance System, and the traffic information system supporting the Sanlin Indemnificatory Housing Project, as well as maintenance services for equipment falling within the maintenance scope in each sub-control room (For specific requirements, see Chapter 3 of the bidding documents).

  合同履约期限：自合同签订之日起365个自然日。

  二、申请人的资格要求

  2. Qualification Requirements for Bidder

  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

  (b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、残疾人福利性单位等的政策功能。

  (b)Qualification requirements to be met to implement government procurement policies:This procurement project implements the policy functions of government procurement related to encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises and welfare units for the disabled.

  (c)本项目的特定资格要求：3）本项目为非专门面向中小企业的项目；4）投标单位须具有公路交通工程专业承包公路机电工程分项一级资质或电子与智能化工程专业承包一级资质；
  5）为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人，不得参加本项目的采购活动；
  6）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；
  7）本项目不接受联合体投标。

  (c)Specific qualification requirements for this program:(iii)This project is not specially reserved for small and medium-sized enterprises (SMEs).(iv)The bidder shall possess Class I Qualification for Highway Electromechanical Works under Highway Traffic Engineering Professional Contracting or Class I Qualification for Electronic and Intelligent Engineering Professional Contracting.
  (v)Potential bidders who provide overall design, specification development, or services suchas project management, supervision, and testing for the procurement project are not eligible to participate in the procurement activities of this project.
  (vi)Suppliers whose unit leaders are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract.
  (vii)This project does not accept bids from consortia.

  (i)符合《中华人民共和国政府采购法》第二十二条的规定；

  (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

  (ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
