简要规格描述或项目基本概况介绍、用途：本项目主要为浦东全域内属浦东公安的非现场执法设施，其覆盖范围包括：浦东全域内属浦东公安的非现场执法设施，其覆盖范围包括：浦东新区快速路范围内的电子警察设备、小陆家嘴违法停车抓拍系统设备等，以及设备配套的杆件、地下设备基础等的养护抢修服务；同时，对部分已无违法现象路段上的非现场执法设备迁移至违法突出点位。迁移过程中，根据不同抓拍类型和违法特征，对设备进行必要的软硬件升级优化（具体要求详见招标文件第三章）。
Brief specification description or basic overview of the project: Off-site law enforcement facilities under the jurisdiction of Pudong Public Security within the whole Pudong New Area. The scope of coverage includes maintenance and emergency repair services for electronic police equipment on expressways in Pudong New Area, equipment of the Small Lujiazui Illegal Parking Capture System and others, as well as supporting poles, underground equipment foundations and other ancillary facilities of such equipment. Meanwhile, off-site law enforcement equipment on some road sections with no violations shall be relocated to sites with prominent violations. During relocation, necessary hardware and software upgrading and optimization shall be performed on the equipment according to different capture types and violation characteristics (For specific requirements, see Chapter 3 of the bidding documents).
合同履约期限：自合同签订之日起365个自然日。

(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、残疾人福利性单位等的政策功能。
(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements the policy functions of government procurement related to encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises and welfare units for the disabled.
(c)本项目的特定资格要求：3）本项目为非专门面向中小企业的项目；4）投标单位须具有电子与智能化工程专业承包二级及以上资质；
5）为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人，不得参加本项目的采购活动；
6）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；
7）本项目不接受联合体投标。
(c)Specific qualification requirements for this program: (iii)This project is not specially reserved for small and medium-sized enterprises (SMEs).(iv)The bidder shall hold Class II or higher Qualification for Electronic and Intelligent Engineering Professional Contracting.
(v)Potential bidders who provide overall design, specification development, or services suchas project management, supervision, and testing for the procurement project are not eligible to participate in the procurement activities of this project.
(vi)Suppliers whose unit leaders are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract.
(vii)This project does not accept bids from consortia.
